Official electronic post (e-citizen.am)

What is an official electronic post?

Official electronic post (e-mail) is an official means of communication that is provided and used for free of charge. According to the legislation of the Republic of Armenia, a person is considered properly notified when the information has been sent to his / her official e-mail address and there is an electronic confirmation on the receipt and status “read.

All natural persons of the Republic of Armenia are provided with an official e-mail address from the moment of ID Card issuance. State or local self-government bodies and legal entities registered in the Republic of Armenia have an official e-mail address as well.

The official e-mail address of a natural person consists of a combination of a natural person's social service number (SSN), and, in the absence of it, of a reference number of not having a SS number and "@ e-citizen.am". The official e-mail is considered active from the moment of ID card issuance.

The official e-mail address of the Legal Entity, state and local government bodies consists of the legal entity code, the legal entity code of the staff of state and local government bodies and the words "@ e-citizen.am".

According to the Government decision of the Republic of Armenia N 1385-N of November 12, 2015, the official e-mail operator is EKENG CJSC.

How to use the official electronic post?

In order to read the information and notifications received through official e-mail, the user must log in with the ID card to his / her personal official e-mail at www.e-citizen.am.

Messages received by official e-mail may be forwarded to any other (up to 3) e-mail address or mobile phone number by short messages (SMS). Only local phone number (+374) can be selected.

Please note that forwarding is solely for the convenience of the user and is at his own risk. Notification is considered sent if it was sent to the official electronic post, despite of the selected forwarding method (e-mail or phone number).

When using official e-mail, the user must follow the instructions of this guide.

EKENG is not responsible for the accuracy of the content of posts, also for availability of selected forwarding options (e-mails or telephone numbers) sent by other persons, as well as for the proper reading and transmission of electronic data to their users. Any negative impact on users due to above mentioned issues is out of responsibility scope of EKENG.

How to send messages to the official e-mail?

Only the RA state and local self-government bodies who have contracts with EKENG, as well as the legal entities in the following list, can send official e-mails, submitting the necessary documents. To use the service you need to have a real static IP address.

Service acquisition procedure

The steps needed to sign an official email contract are:

 • Apply to EKENG CJSC, sending an email to support@ekeng.am, indicating a contact number.

• In response to your letter, EKENG will send the MS Word version of the contract.

• Complete the contract and send it with the necessary documents to support@ekeng.am

• EKENG will send the contract after revision that is to be signed/sealed and sent back to EKENG by post or in hand.

• Your copy of contract validated by EKENG will be delivered either by hand or post within 2-3 working days. Details on the topic will soon be available in the "Questions" section.
